
Henderson Planning Group through the application of AWTS/ Xerolet Eco-System offers the knowledge of government regulations, combined with AWTS to enable your community to establish a green development standard.

1. Coordinate with Local government to establish Xerolet Eco-System as an Alternative Wastewater Treatment System
(AWTS).
2. Coordinate with Local Government to identify the zone or area of the Green Utility District
3. Negotiate an agreement with local government and Xerolet to:
     
Establish the Alternative Wastewater Treatment System (AWTS) service
     
Identify district boundaries
     
Establish exemption from central sewer requirement
     
Establish waiver of connection fees
     
Enter into agreement with Xerolet or AWTS to
          * Train service technicians
          * Provide continuing warrantee service
          * Provide 24/7 monitoring of all systems
     
Establish service provider, through either;
          * Local Government
              - Local Utility Department as the billing entity
              - Government employees as service technicians, -or- create franchise service agreement
          * Green Utility District / Master Developer
              - Creates Green Utility District as a legal entity
              - Mandates service agreements with builder / home owners
              - Establishes service technicians as Green Utility District employees, or the District contracts with outside service provider
4. Establish Green Utility District with Covenants Conditions and Restrictions (CCandRs)
     
Use of Xerolet Eco-System is mandated within the District
     
Builder / home owner enters into an agreement to be a part of the Green Utility District. The     District provides continuing system maintenance. The District contracts with the AWTS/Xerolet for parts warrantee, and the monitoring of the systems.
     
Home owner pays a monthly Green Utility District fee (Estimated at $25-30 / month) Fee provides continuing parts warrantee, maintenance and service. Therefore, all maintenance and service is funded through the monthly fee.

1. Lot sale price reduced based on decreased infrastructure construction cost, finance carry cost and eliminated connection fees
2. Builder/Home Owner/Purchaser installs the AWTS/Xerolet Eco-Systems through an authorized technician
3. Master Developer and Xerolet enter into agreement for Xerolet to provide parts warrantee and monitoring service along with District fee sharing agreement. Monthly fee split (depending on conditions) is approximately 50% to the Developer with 50% to Xerolet.
4. Homeowner subject to Green Utility District CC&Rs and agrees to pay monthly District fee.
5. District to provide service team -or- contract with outside service provider
6. Master developer manages the Green Utility District with obligation to invoice and collect monthly fees and to provide continuing service to the District.
      - Establish regulations addressing AWTS installation under Health Department and Building Codes
      - Identify portions of the community where AWTS/Xerolet Eco-System are applicable
        * Establish relationship to Central Sewer service areas
          - Address current local government wastewater systems and any related bonding restrictions
          - Revise policies to eliminate watewater connection fees and reduce water connection fees
      - Establish GIS program to address wastewater service options and restrictions on a per lot / parcel basis
      - Building permits issued with AWTS/Xerolet Eco-System will be required to enter into a Green Utility District
      - Local Government and AWTS/Xerolet enter into agreement to provide parts warrantee and monitoring program.
      - Local Government bills homeowner for Green Utility District service .
      - Local government provides service through government employees or enters into a franchise service agreement.
